HR Analytics and Data Science for beginner

Need some help figuring out a way to do something. I am working to develop a statistical model to determine the optimal number of times something should be done to result in success. Business example is a recruiting company wants to know two things. How many submittals are too many or too few to generate a successful candidate and how many different suppliers they should engage to get a successful candidate. Trying to determine thresholds for what is too many or too few. Or at the least what the minimal number of submittals or suppliers used will generate a positive result.
