Micro market level Analysis

Hi folks, I want to do a micro market (Locality) level analysis of certain data points for which I have coordinates (Lat, Long). I want to understand that what is the best way to define the micro markets or localities using the Lat, Long data.
For example, if a few sets of data points lie in the Juhu Area of Mumbai, I want to define the Juhu as a locality. Can you help me with the approach?
Further going little extra with this,
Can I incorporate the Google map API or something here to make the process dynamic such that if I enter any Lat, Long data it will give me the locality of that?

I am comfortable in using R/Tableau/Excel for this.

I would be really glad if anyone can share the approach to this problem or how did they tackle it.
